Davidson Condos Conditional Planning Area: Pre-Development Consultation
Senior Planner Andrew Ventresca presented a proposed Conditional Planning Area Map Amendment for +/- 1.09 acres currently zoned Lakeshore Planning Areas. The Davidson Planning Ordinance (DPO) allows the Conditional Planning Area as an option for developers/property owners to ask for exceptions from the ordinance in a manner that is mutually agreeable to the developer and the Town of Davidson. The board provided feedback and directed the applicant, Palillo Holdings, LLC, to proceed with the proposed rezoning request. Click here to view the presentation about the proposed development.
Davidson Bay Draft Affordable Housing Plan
Affordable Housing & Equity Director Eugene Bradley presented a proposed Affordable Housing Plan by Hopper Communities for the Davidson Walk Development (Davidson Bay Phase II). Downtown Gathering Space Phase II scope of work
Project Manager Doug Wright and Stantec Senior Principal Craig Lewis review the proposed Phase II scope of work, including a pergola and landscaping. The board provided direction on the Phase II scope and directed staff to proceed with permitting. The board also reviewed recommendations for Phase III and will continue the discussion at a future meeting.
Approval of a Municipal Agreement for the West Branch Rocky River Greenway/Mecklenburg County Nature Preserve (River Run to Summers Walk Greenway Connection)
The West Branch Rocky River Greenway/Mecklenburg County Nature Preserve (River Run to Summers Walk Greenway Connection) is a project to extend the existing greenway that stops in River Run to the Summers Walk neighborhood through the Mecklenburg County-owned Nature Preserve property. This has been a project dating back to at least the Walks and Rolls Active Transportation Plan from 2013. It is also in the current 2019 Mobility Plan as a priority project.
The board approved the Municipal Agreement for the West Branch Rocky River Greenway/Mecklenburg County Nature Preserve (River Run to Summers Walk Greenway Connection) and instructed staff to review options for beginning this project in 2023.
Approval of FY2021-2022 Budget Ordinance 2021-01, Capital Investment Plan, and Fee Schedule
Finance Director Piet Swart reviewed the final presentation on the FY2022 Manager’s Proposed Budget. The board approved a budget amendment of $30,000 to allocate funds for engineering and design of a pedestrian HAWK signal at the Rocky River Road Narrow Passage Greenway intersection.
The board unanimously approved the FY2021-2022 Budget Ordinance 2021-01, Capital Improvement Plan and Fee Schedule. Approval of Ordinance #2021-02 and Consistency Statement Regarding Proposed Changes to the Davidson Planning Ordinance (“Text Amendments”) to comply with the legislatively-mandated G.S. Chapter 160D
Planning Director Jason Burdette reviewed the Proposed Changes to the Davidson Planning Ordinance (“Text Amendments”) to comply with the legislatively-mandated G.S. Chapter 160D
In 2019, the North Carolina General Assembly adopted a complete reorganization of the statute’s planning and development regulations creating a new statute chapter “160D.” The purpose of the new Chapter 160D is to consolidate county and city regulations into one unified chapter and to reorganize development regulation statutes into a more logical, coherent structure. All towns in the state have until July 1, 2021, to make the necessary changes to their planning ordinances. A public hearing for the proposed changes to the Davidson Planning Ordinance (DPO) as required by state statute was held on May 11, 2021.
The board unanimously adopted Ordinance 2021-02 and Consistency Statement regarding proposed changes to the Davidson Planning Ordinance (“Text Amendments”) to comply with the legislatively-mandated G.S. Chapter 160D effective July 1, 2021.
Discussion on alleyways
Commissioner Matthew Fort requested an additional agenda item to discuss alleyways in the Town of Davidson. The board requested the Project Manager and Planning Department to review the design requirements for building alleyways to better accommodate large solid waste vehicles and fire trucks. Staff will provide an update at a future meeting.
