Downtown Community Gathering Space
Economic Development Manager Kim Fleming and consultant Stantec led a discussion on the downtown community gathering space. Stantec presented a concept plan and potential materials to be used in the construction of the space. Several members of the board will meet with the board of the Davidson Farmers’ Market, and staff will meet with merchants and other stakeholders as part of a public input process to further discuss the overall concept and materials to use.
Nonprofit Grant Funding
Parks and Recreation Director Kathryn Spatz and Livability Board member Marty Metzker
presented recommendations for nonprofit grant funding. The Davidson Board of Commissioners have historically appropriated $50,000 to be distributed among qualified, registered, town-based nonprofits who apply for funding for activities not provided by the town yet serve a public purpose. In late spring, 2016, the livability board was asked to become a part of this annual process. In 2017, the livability board updated the application for the non-profits to include more information, particularly to ensure that funding was used for activities beyond basic operations -- funding was to be requested for specific programs.
On June 12, 2018, the board of commissioners adopted the FY18-19 operating budget, appropriating $50,000 for non-profit funding but directed the livability board to present its guidelines to the board of commissioners prior to reviewing current applications. The board of commissioners authorized the livability board to move forward with this year’s applications in July. The livability board reviewed the applications at its September 18 meeting. Past Chair Marty Metzker presented the advisory board’s recommendations to the board of commissioners. The board of commissioners will consider a vote on fund allocations at their October 23 meeting.
The Davidson Board of Commissioners discussed the following topics that were not previously listed on the agenda:
o Tree ordinance and the board of commissioners’ involvement early in planning processes.
o Board of Adjustment: The Davidson Board of Commissioners decided to leave the composition of Board of Adjustment members as is: a subset of planning board members that hears cases concerning ordinance interpretations, requests, or appeals for variances. At their September 4 meeting the board of commissioners had contemplated making themselves the Board of Adjustment.
