A summary of the 4:00 p.m. meeting:
   


  • Parks & Recreation Director Kathryn Spatz provided an update on the town’s nonprofit grant funding allocation process. The board of commissioners have historically appropriated $50,000 to be distributed among qualified, registered, town-based nonprofits that apply for funding; they will consider this during our budget process.
 

I presented a draft of the 2018-2019 strategic plan. Based on the board’s priorities from the January retreat, nine strategic goals were created that support the long-term vision of the town: land use, community engagement, historic preservation, greenways/open space/parks, mobility/transportation, affordable housing, operations, economic development, and partnerships. The next step is for the board of commissioners to provide feedback and, ultimately, they will consider adoption of the plan at a future meeting. Announcements:

The Town of Davidson is pleased to announce the receipt of a $91,817 grant to stabilize the stream behind Davidson Elementary School on South Street. The grant is part of the Water Resources Fund, a $10 million commitment from Duke Energy.
 
Work will include the protection of existing habitat along the Davidson Elementary School eco-trail and improvement of water quality by reducing sediment pollution downstream. We will also stabilize substantial erosion along the South Prong West Branch of the Rocky River due to a significant drop in the stream.
 
Public Works and Projects Director Doug Wright accepted this award in Charlotte on Friday on behalf of the town.

Mobility Plan logo

Davidson Mobility Plan Update: 4-Day Charrette Postponed

After initial community engagement and feedback requesting more information and the opportunity for more walks around town to examine areas that need improvement, we have decided to slow the mobility plan process. Also, the Davidson Mobility Plan will help inform the transportation element of the upcoming Comprehensive Plan update, the plan that describes the long-term vision for our town.
 
There will be a number of opportunities for the public to engage in the recommendation collection process in the coming months. The website, www.DavidsonMobilityPlan.com, includes details on this plan and ways to get involved, including:

  • blog posts,
  • wiki mapping,
  • walking tours to see areas that need improvement,
  • on-the-street interviews,
  • stakeholder interviews, and
  • a four-day charrette (originally scheduled for March 5-8, but has been postponed – new dates TBD).

 
Stay tuned for more details, and please get involved – we need to hear from you to make sure we have a list of priorities so we can make improvements as we go forward.

greenway work
Greenway Maintenance

A section of the greenway running south from Robert Walker Dr. will be closed for a few days.  Also this week, a section of the greenway running north from Robert Walker Dr. past the third bridge will be closed and will remain closed through Friday, March 2.  The bridges will be stripped down, and foot boards and handrails will be replaced. We will re-open the greenway for the weekend and complete work next week, if needed. We appreciate your patience as we make improvements.


summer camps
  • Summer Camp registration begins Thursday, March 1.

  • Mecklenburg County will host the initial Public Open House for the proposed Northern Recreation Center on Saturday, March 10, from 10:00 a.m. – 1:00 p.m., at Bailey Middle School.

  • The town’s Arbor Day celebration will be held at Roosevelt Wilson Park on Friday, March 16, at 11:00 a.m. Please join us.

Commissioner Jim Fuller, representing Davidson at Visit Lake Norman, the regional group that promotes travel and tourism in our area, gave this update: There is a big focus on our area as a destination for weddings. Please visit their office located at 19900 W Catawba Ave #102, Cornelius to peruse the many brochures they have on the Lake Norman area and the state. Commissioner David Sitton, representing Davidson at the Lake Norman Regional Economic Development Organization (LNEDC) & North Mecklenburg Alliance (NMA), gave this update: The LNEDC has not met since his last report. NMA: This is a regional group in which representatives from Davidson, Cornelius, and Huntersville participate. They discussed the “Pennies for Progress” concept.
 

Commissioner Jane Campbell, representing Davidson at the Charlotte Regional Transportation Planning Organization (CRTPO) & Lake Norman Transportation Commission, gave this update: The CRTPO voted on funding allocations at their recent meeting, and Davidson was allocated $1.7 million for the Potts/Sloan/Beaty connector project.
 
Mayor Rusty Knox, representing the Metropolitan Transportation Commission, gave this update: Our area will benefit from bus rapid transit once the I-77 Managed Lanes project is complete. CATS is considering offering shuttle service from the eastern parts of town so residents can easily get to bus stops in the historic Main Street and western parts of town.

DRB

Advisory Board Report:
Design Review Board (DRB) Staff Liaison and Senior Planner Chad Hall and DRB Vice- Chair Bruce Barteldt provided an update on recent activities and projects that have come before the DRB.

Old Business:
Town Attorney Cindy Reid received approval from the Davidson Board of Commissioners to proceed with Community Development Block Grant applications. Community Development Block Grants are federal funds for projects that fit specific criteria and are administered through a consortium (of which the Town of Davidson is a part). Staff recommended the town apply for grant funding for sidewalk projects on the west side of town and improvements to Roosevelt Wilson Park.
 

Discussion:

Watershed Ordinance
Planning Director Jason Burdette
discussed proposed changes to the town’s watershed ordinance. The proposed amendments address standards that have been in place since 1993. Their purpose is to keep our drinking water in Lake Norman clean. These standards accomplish this in two ways: 1. By requiring vegetative buffers on a site; and, 2. By limiting the amount of "built upon-area" (BUA) that can be placed on a lot. The less buffers and more BUA a lot contains, the more runoff containing dirt, fertilizer, chemicals from cars, etc. washes off onto our streets and gets into the lake. BUA is hardscape surfaces like a driveway or building footprint; it is not things like fences or decks that have soil underneath. The standards apply to properties within 0.5 mi. of the lake (i.e. the "critical area"), which is generally everything west of Main St. In March of 2017, Charlotte-Mecklenburg Storm Water Services (CMSS) suggested that Davidson update Davidson Planning Ordinance Section 17 to clarify standards, address inconsistencies, and remove inapplicable sections in our ordinance. There will be a public hearing at an upcoming meeting (likely in April) and the board of commissioners may vote on the changes in May. Public Facilities 
Assistant Town Manager and Public Facilities Project Manager Dawn Blobaum provided a follow-up to the board’s February 13 request to discuss alternatives to the original public facilities project. At the February 27 meeting, the mayor and commissioners directed staff to research the following options:
#1: Former IB School on South Street to house the board room, administrative staff, planning and parks & recreation and renovate current town hall for the police and fire departments
#3: Metrolina Warehouse on Depot Street to house the board room, administrative staff, planning and parks & recreation and renovate current town hall for the police and fire departments
#5: Construct a new building on the current site to house the police department and renovate the existing town hall for the board room, administrative staff, planning, and the fire department.
#9: Current project presented on February 13 (more details at www.townofdavidson.org/PublicFacilities) to construct a new town hall in front of the existing town hall to house the board room, administrative staff, planning and parks & recreation and renovate current town hall for the police and fire departments
#7c: Investigate the current public works site for options
#10: Investigate opportunities on land at and around the Ada Jenkins Center. 
 
General Obligation Bonds
Finance Director Piet Swart
gave an overview of the process to potentially issue general obligation bonds for mobility/transportation, greenway, and parks projects since the bond referenda passed in the November 7 election. Public Works and Projects Director Doug Wright presented a list of potential projects related to mobility/transportation.
 
Comprehensive Plan
Planning Director Jason Burdette
explained the process to accelerate the Comprehensive Plan, the plan that describes the long-term vision for our town. We will create a committee consisting of two board members, staff, two planning board members and one representative from Davidson College to work on the creation of a request for proposals.
 
Core Value #5
Public Information Officer Cristina Shaul discussed the amendments to the town’s vision and core value #5 as directed by the Davidson Mayor and Board of Commissioners at their January retreat. The mayor and commissioners will continue to make edits and we will discuss amendments at a future meeting.
 
Per board request, I discussed making changes to the board meeting schedule. Starting in March, we will no longer begin meetings at 4:00 p.m., in order to make our meetings accessible to those who work. The meeting originally held on the first Tuesday of the month at the library at 4:00 p.m. will now be held on the first Tuesday of the month in the board room at 6:00 p.m.
