Piet Swart

A summary of the 4:00 p.m. meeting:
   

  • Finance Director Piet Swart provided a financial overview of the town, including a fund balance summary and information on our economic outlook, interest rates, the 2019 revaluation being conducted by the Mecklenburg County tax assessor, public facilities cost estimates, general obligation bonds, and the long-term financial plan.

  • The Davidson Mayor and Board of Commissioners entered into a closed session to consult with the town attorney on several matters.
 

Announcements:

  • On Saturday, February 17, the Davidson Public Library will host a program called “Davidson’s West Side: History and Shared Stories.” There are three unique programs starting at 10:00 a.m., another at 11:30 a.m., and the last at 1:00 p.m. Please see the library’s website for more details.
Mobility Plan
  • The Davidson Mobility Plan is in full swing! Thanks to everyone for joining us for the walking tour and kick-off on Thursday, February 8. Later this month, our consultants will be out around town conducting surveys of community members so please provide them with feedback if approached. The next phase of work is the 4-day charrette from March 5-8 – please join us. For more information, please visit www.davidsonmobilityplan.com.

News of the World
  • This year’s ReadDavidson book selection is “News of the World” by Paulette Jiles. Events will take place in April.

  • The Davidson Mayor and Board of Commissioners will host a Coffee Chat on Monday, February 19 at 6:30 p.m. at The Egg at Davidson. Please join us for a Q&A session.


  • Mayor Rusty Knox proclaimed February 14 “Organ Donor Day” in Davidson.

  • Mayor Rusty Knox made this statement regarding the pending hotel litigation:
During the closed session at the 4 p.m. meeting, the Davidson Board of Commissioners and I consulted with our town attorney to discuss the pending lawsuit entitled Luke M. Charde, et al. vs. The Town of Davidson, et al. regarding the approved Hyatt Place hotel on Griffith Street.
 
To address this lawsuit, the Davidson Mayor and Board of Commissioners sought advice from the town attorney.  We have also asked outside counsel to review the planning procedures related to this case and provide a second opinion.
 
We believe it is our duty to answer this complaint truthfully, and we are taking this very seriously.  We need to follow the legal process and fulfill our duty to the courts and U.S. Constitution.
 
While we may not agree with the previous board’s decision made in November 2017 to approve this hotel project, our possible legal courses of action are very limited.  We are bound by the legal process and continue to explore all options available to us, including the benefits and liabilities of each.
 
We would like to say more, but at this point in time, we cannot.  As we can provide more information, we will.

Public Comments:
Several citizens spoke during the public comments period.

Jim Fuller receives plaque
Presentations:
The Lake Norman Chamber of Commerce presented a plaque to Commissioner Jim Fuller for his service to their group.

All the items on the consent agenda were approved, including:
• January 2018 meeting minutes,
• The renewal of the lease of the Armour Street Theater by Davidson Community Players,
• A resolution to exempt Team Summit Foundation from the town alcohol ordinance during their race events,
• Tax levy adjustments for refund checks on two parcels of land payable to the Mecklenburg County Tax Assessor’s Office, and
• A budget amendment to accept $32,459 in funds raised at the River Run Country Club fund raiser in late 2017 to cover the purchase of a gear washer and other equipment for Fire Station 2. 

New Business: 
The Davidson Board of Commissioners approved a code of ethics to guide their actions as they perform their official duties as elected officials as required by state statute.
Old Business:

Public Facilities Project
Assistant Town Manager and Project Manager Dawn Blobaum, Steering Committee Member Dave Cable, and Brent Green from architect Creech & Associates provided a presentation of the history, citizen participation process, and decision timeline for the public facilities project to 
• construct a new town hall in front of the existing town hall to house the board room, community space, and administrative offices, and 
• renovate the existing town hall for the police and fire departments. 
The Davidson Board of Commissioners voted to suspend this project for 90 days to be able to study and review other potential solutions to our space needs. They will consider a decision in May as to how we may or may not move forward. This could include a focus on getting the police and fire departments the space they need for the next 20-25 years and may include a general obligation bond referendum.

Community Dinners
Economic Development Manager Kim Fleming gave an update on the Davidson Board of Commissioners’ request to host community dinners to bring citizens together as a fellowship and community building initiative. The first dinner will take place on Town Day, May 5, on the town green. The town will provide tables, chairs and a main dish, and members of the community are invited to attend and bring a dish to share.

Davidson Mobility Plan
I gave an update on the Davidson Mobility Plan: 

The Mobility Plan launched last week with a walking tour to review transportation-related opportunities downtown and a community conversation featuring “livable transportation” expert Walter Kulash and lots of great input from community members.

  • The Mobility Plan will serve as a Comprehensive Transportation Plan (CTP) –something the town does not have currently. CTPs are used to better position the town to secure funding for transportation-related projects, but also prioritize infrastructure projects and policies identified by the community. 

  • This will be the first plan to look at all four modes of transportation, walking, cycling, driving, and transit. The town needs to plan for cars, as well as cyclists, pedestrians, and transit.

  • There will be a number of opportunities for the public to engage. The website (www.DavidsonMobilityPlan.com) includes all the details, but these opportunities include blog postings, wiki mapping, man-on-the-street interviews, stakeholder interviews, and a four-day charrette March 5-8. Stay tuned and get involved. 
The Davidson Board of Commissioners directed staff to review the conclusions and recommendations from previous transportation-related plans and to tie this work into the upcoming Comprehensive Plan process. This is part of the scope of the work being done as part of the Davidson Mobility Plan creation process. It should be available in the next month or so.
