A summary of the May 9 work session (4:00 p.m.):

•Finance Director Piet Swart presented:

•a high-level view of the proposed budget and fee schedule for fiscal year 2017-2018,

•the five-year capital improvement plan (CIP), and

•mobility, greenway, and parks projects that could potentially be funded via general obligation bonds, IF the Davidson Board of Commissioners choose to pursue a bond referendum requiring a vote by our citizens in the upcoming election in November.


A summary of the May 9 regular meeting (6:00 p.m.):

•Hough High School Senior Christian Browning from Davidson Boy Scout Troop 58 was recognized for his Eagle Scout project. He built five picnic tables for Davidson Town Hall for staff and citizens to enjoy.


•Executive Director of nonprofit Sustain Charlotte Shannon Binns explained the organization’s mission and vision, and announced that the Town of Davidson was recognized for our Rural Area Plan by receiving the Sustain Charlotte Land Use Award.


•Mayor John Woods read a National Police Week (May 14-20) Proclamation and thanked the Davidson Police Department for their service to the Town of Davidson.


Two citizens spoke during our public comments period.


Presentations:

Davidson Village Network Executive Director Mary Anne Hammond gave an update on the work of their nonprofit organization. Their mission states: We will enrich lives of older adults, empowering them to thrive in home and community by providing a network of trusted resources, caring support and social connectedness. We held two public hearings:

•Jason Burdette, Planning Director, presented the proposed Helmandollar map amendment, a request to amend the zoning map to change a 0.553 acre section of the Lakeside Apartments complex parcel from Special Use to Village Infill.

•Piet Swart, Finance Director, presented the proposed FY17-18 budget and economic development expenditures. The budget is scheduled for approval by the Davidson Board of Commissioners at their June 13 meeting.  


Consent:

All items on the consent agenda were approved including directing the planning board to make a recommendation within 30 days on the proposed Helmandollar map amendment and minutes from the April 11 meeting.


New Business:

•Town Attorney Cindy Reid proposed a dispute resolution procedure related to construction projects of at least $15,000 in value. The Davidson Board of Commissioners approved it.

•Economic Development Manager Kim Fleming gave a presentation regarding the Citizen Survey results. We partnered with the National Citizen Survey to mail surveys to 1,500 households (out of 4,988 households in Davidson); we received 565 responses. Typical response rates to the National Citizen Survey range from 20-30%. Overall, ratings for 2017 remained stable from 2014 when the town last surveyed residents. The Davidson Board of Commissioners and town staff will further analyze the data and use these results as they make decisions and improvements for the future.


Old business:

•Assistant Town Manager Dawn Blobaum gave an overview of the public facilities project. Stantec consultant Craig Lewis presented the results of their downtown parking study. Recommendations include signage and numerous short-and long-term parking additions, as well as additional tools to direct motorists to available parking spots, while also providing a means to recoup some of the costs.  More information is available at www.townofdavidson.org/PublicFacilities.


Other:

There is a proposed development called “Lake Davidson” and an associated rezoning request for a property located in Mooresville’s Extra-Territorial Jurisdiction (ETJ) between Mooresville and Davidson town limits which falls under Mooresville’s planning jurisdiction. We are very aware of the planned development and are responding to Mooresville with clear comments of our concern – the Davidson Board of Commissioners is drafting a letter to the Mooresville Board of Commissioners and our planning directors are working together to share information.  In addition, Mooresville has begun the process of completing a Transportation Impact Analysis (TIA) for their proposed development. The Town of Mooresville, NCDOT, and the Town of Davidson will all have input into the TIA. We will advocate for funding to ensure traffic improvements are made in the area near the proposed development.


Announcements:


•Public Facilities Project: Citizens are invited to learn about and provide input on our public facilities proposal TODAY,  Thursday, May 11 at 6:00 p.m. in Davidson United Methodist Church’s Fellowship Hall at 233 S. Main Street to provide an update on the proposed public facilities plans and discuss parking solutions. The Davidson Board of Commissioners and town staff will be available to interact with citizens. •May 15-19 is National Bike to Work Week.  Get a head start on the week by attending the Lake Norman Bike Expo, Saturday, May 13 from 10:00 a.m. – 12:30 p.m.

oCommunity Ride: 8:30 a.m. – 10:00 a.m. ride (on-site registration starts at 8:00 a.m.)

oLocation: Caldwell Station Creek Greenway, NC Hwy 15 Trailhead in Cornelius


•Davidson Coffee Chat will be at Our Town Cinemas located at 227 Griffith Street in Sadler’s Square on Monday, May 15 at 9:00 a.m. Finance Director Pieter Swart will provide a finance and FY18 budget update and then the commissioners will host a Q&A session.


•The Town of Davidson will provide local trolley service from April 1-June 10 on Friday evenings from 6:00 to 10:00 p.m. and Saturday mornings from 8:30 a.m. to 12:30 p.m. Please visit our website at www.townofdavidson.org/trolley for routes and stop locations.  This is one of the town’s efforts to address parking challenges downtown.  


•Citizens are invited to attend a roundtable discussion to provide input on the proposed sale and development of 19 acres of town-owned property on Beaty Street on Wednesday, May 17 from 6:30 to 8:30 p.m. at the Davidson College Presbyterian Church’s Congregation House (218 Concord Road). To register, please visit www.townofdavidson.org/BeatyRoundtables so we know how many tables and chairs to set up.  There will be an update on the Beaty Street proposal at the May 23 meeting, but no vote.


•There is a collection box in the town hall lobby to support Safe Alliance as TWO MEN AND A TRUCK® kicks off their “Movers for Moms®” drive to help mothers in shelters.  Safe Alliance, an organization with whom the Davidson Police Department partners, has an ongoing need for hygiene and household products, and is one of the beneficiaries of this drive. They serve victims and families who often have to leave everything behind to seek safe haven at a domestic violence shelter.
